hOUSING sTUDY
The Chequamegon Bay Regional Housing Coalition FORMED IN 2019 AS a partnership of local municipalities, housing authorities and economic development organizations working to assess regional housing needs. The Coalition then conducted a regional housing study with a goal of determining opinions about regional housing conditions and attitudes in the Chequamegon Bay region of Northern Wisconsin.

Request for qualifications - Residential/Mixed Use development on
city-owned land
Notice is hereby given that the City of Washburn is accepting qualifications from firms to provide the necessary design, plans, specifications, and financing to redevelop 9.88 acres of land owned by the City of Washburn into a master planned single-family residential, multi-family residential, multi-use development, and/or any type of development allowed by zoning. Qualifications will be received by the City of Washburn for said services until 4:00 p.m. on Tuesday, February 19, 2019, according to the clock on the wall at the Office of the City Clerk, 119 Washington Avenue, P.O. Box 638, Washburn, WI 54891.

City of Washburn Comprehensive Plan
COMPREHENSIVE PLAN UPDATE
The City of Washburn began the process of updating it's Comprehensive Plan. This update consisted of a complete revision of the planning document with the inclusion of an Outdoor Recreation component, which will serve as the City's comprehensive outdoor recreation plan.
An issues identification exercise was conducted to gather input on fundamental issues facing the City of Washburn. The Community Issues Exercise was conducted with the Plan Commission on February 11th, 2021. Follow this LINK to view the results of this exercise.
City Council approved the final draft of the Comprehensive Plan on April 10, 2023.

Thompson's West End Park Plan
West End Park Campground has 50 designated camping sites with an overflow area, primarily servicing RV type camping, and has experienced full capacity for weeks/months at a time during the prime camping season. A master plan for West End Park was completed in 2015, which included camping expansion. However, current user needs are shifting towards traditional RV camping.
The City hired Cooper Engineering to review and provide potential expansion at two locations within the park: 1) The current over-flow camping area above the boat ramp.
2) An open field east of 6th Ave used for overflow parking.
At the Nov. 14, 2022 City Council Meeting, Council approved RV campground expansion and a bathroom at the over-flow camping area. Council also directed the Parks Committee to present alternative camping recommendations for the open field area at the March 2023 council meeting.

The Parks Committee will be holding two Public Input Sessions at Washburn City Hall for public engagement to seek input and collect feedback with potential campground expansion of camping type and design at West End Park. These sessions will occur on Thursday, February 2nd, 5:00-6:00pm and Tuesday, February 7th, 7:00-8:00pm.

Washburn Marina Improvements Plan
The City of Washburn has recognized the need to create a long-term vision to enhance the attractiveness and commercial appeal of the Washburn Marina and the connecting corridors that link downtown to the waterfront. The Marina is approximately 30 years old and is in need of improvement to remain competitive in today's boating market and address aesthetic and functional considerations. While the Marina is a substantial focus of waterfront activity for the community, the planning effort reached beyond the Marina to address improved public access and enhanced amenities on the adjacent waterfront for the benefit for residents and visitors.
The City of Washburn contracted with the consulting firm JJR, LLC to complete a comprehensive plan for upgrading and enhancing the Washburn Marina and adjacent facilities. The planning process spanned a five-month-long period, and it included a series of design and review meetings with the Harbor Commission, the committee designated to oversee the planning effort for the city. Public participation included interviews with the Washburn Marina staff and other waterfront stakeholders such as business owners and regulatory agencies. These interviews helped to form an understanding of the diverse perspectives and needs influencing the Marina and the waterfront.
During the planning process, JJR developed a series of alternatives to evaluate land use and address the priorities of the Marina users and other stakeholders. The ultimate plan maximizes the space available while improving the aesthetic character and balancing the diverse needs of the working harbor and a recreation-based public waterfront.

Notice of 2015 Wisconsin Act 391
Wisconsin Statutes 62.23 (7) (d) 4. The city council shall maintain a list of persons who submit a written or electronic request to receive notice of any proposed zoning action that may be taken under subd. 1. a. or b. or 2. that affects the allowable use of the person's property. Annually, the city council shall inform residents of the city that they may add their names to the list. The city council may satisfy this requirement to provide such information by any of the following means: publishing a 1st class notice under ch. 985; publishing on the city's Internet site; 1st class mail; or including the information in a mailing that is sent to all property owners. If the plan commission, the board of public land commissioners, or city plan committee of the city council completes action on any tentative recommendations that are noticed under subd. 1. a., proposed changes to a proposed district plan and regulations that are submitted under subd. 1. b., or proposed amendments that are submitted under subd. 2., and the city council is prepared to vote on the tentative recommendations, proposed changes to a proposed district plan, and regulations or proposed amendments, the city council shall send a notice, which contains a copy or summary of the tentative recommendations, proposed changes to a proposed district plan, and regulations or proposed amendments, to each person on the list whose property, the allowable use of which, may be affected by the tentative recommendations or proposed changes or amendments. The notice shall be by mail or in any reasonable form that is agreed to by the person and the city council, including electronic mail, voice mail, or text message. The city council may charge each person on the list who receives a notice by 1st class mail a fee that does not exceed the approximate cost of providing the notice to the person. An ordinance or amendment that is subject to this subdivision may take effect even if the city council fails to send the notice that is required by this subdivision.
