The City of Washburn encourages citizen participation in government through the means of a variety of committees and commissions. Some serve to provide advice to the City Council, while others are delegated decision-making authority. Generally, appointments are made by the Mayor with approval by the City Council. BART provides regional intercity bus service to the communities of Red Cliff, Bayfield, Washburn, Ashland, and Odanah. Each participating community appoints one representative to the BART Board.

The City of Washburn Harbor Commission is authorized under Wisconsin Statutes 30.37 and 30.38 to have exclusive control of the commercial aspects of the day-to-day operation of the harbor and its facilities; the Commission plans additional Marina amenities and ongoing capital improvements. Meetings are usually held on the third Wednesday of each month at 6:00 PM at City Hall. This may be subject to change; call City Hall at (715) 373-6160 to confirm. HISTORIC PRESERVATION COMMISSION
The Historic Preservation Commission was changed in 2017. The commission is now made up of the current sitting City Council members . Their three main duties are to review and study historic properties and sites within Washburn for local historic designation, review applications for Certificate of Appropriateness pertaining to exterior modifications of buildings on the local register, and educate the community regarding the benefits of historic preservation.
