Located on a hillside of the Bayfield Peninsula overlooking the shores of Lake Superior's Chequamegon Bay, Washburn is the county seat for Bayfield County. Incorporated in 1904, the City of Washburn remains the largest incorporated community in the County.

The City of Washburn is governed by a mayor-council form of government and operates under the authority of Chapter 62, Wisconsin Statutes. The mayor and Common Council establish the vision, direction, goals and policies of the community.

A city administrator, working for and with the mayor and Common Council, oversees the daily operations of the city and implements the direction of the Council.

The City's administrative and law enforcement functions are housed in the Washburn City Hall, a combination brownstone and brick building at 119 North Washington Avenue (corner of Bayfield Street & Washington Avenue).
